3.DISADVANTAGE
《It is costly》
Smartcity is under the development . Therefore , we need huge expenses to create the Smartcity .
Now the goverment and the company make an effort to lessen the expenses .
Current situation
Because scale is very big and building is many, much costs is need.
Future effort
A private enterprise doesn’t bear all Smartcity’s costs. And a self-governing body bear its half.
It has two ways.
○A property tax and a local bond
Plan of self-governing’s capital. American people invent way which estimate a property tax and use them. This is very expecte project.
○Provide a service
Implementing body offer electric, gas, heat, water, waste and public building. And it also offer house, institution and office.
This is get many money.
Ecology institution’s costs collect in service business.
If these combine good , a private enterprise burden can avoid them.
